We launched our first Windows password recovery tool in 1997 (pwlviewer - the world's first tool that shows cached Windows passwords in Windows 9x/Me). Please note that security model in Windows 9x/Me differs significantly from Windows NT/XP/2000, so Windows password recovery tools for Windows 9x are not suitable for Windows NT/2000/XP.

Windows passwords in Windows 9x/Me are stored in so called PWL files (PWL is an abbreviation for Password List). PWL files are also used to validate user's logon password.
